The Portland Committee

The Portland Committee on Foreign Relations was founded to bring persons with special expertise in international affairs to Portland to help us understand the complicated issues that challenge U.S. policy makers, and to present them with our own views about what is important. The Committee's smaller dinner programs offer an appealing way to accomplish this exchange.

Committee programs provide an opportunity for informal dialogue with individuals influential in the development of national policy, or who have special expertise on important international topics.

By design, the Committee programs are small, with average attendance of 20-30, to encourage discussion and informal interaction between each other and the speaker. The programs have the additional appeal of taking place following a dinner, in comfortable and intimate settings that encourage off-the-record comments and an exchange of ideas.

In the past few months, immigration has been much written about and discussed in the local and national media. The emphasis has been on the impact of unchecked immigration economically and socially on the U.S. What, however, is the impact on Mexico from the loss of as many as one in ten citizens to America? Consul General Sanchez will provide Mexico’s perspective on the effects emigration has had on social and economic progress in his own country.

An economist by training, Consul General Ugarte served previously as the President of the Mexican Federal Competition Commission, Mexico’s anti-monoply regulator. His charge was to ensure fair competition in the Mexican economy and he took on such companies as Coca-Cola and Cemex in this effort. Today he serves as the Consul General in Portland, a position he has held since Fall of 2004.
