Moldovan Judges Visit Portland

This October the World Affairs Council, in partnership with The Honorable Diarmuid O’Scannlain, united States Circuit Judge for the Ninth Circuit, hosted an Open World Delegation of Moldovan judges. The Open World Program, an initiative of the u.S. Library of Congress, hosts current and future leaders from ten post-Soviet countries in order to provide exposure to the united States’ government and enterprise systems and strengthen the ties between the two regions. The delegation, which consisted of five judges and one program facilitator, was here from the 23rd through the 30th of October learning about Specialized Rule of Law in the united States.

Throughout the week, the delegation engaged in many different activities which helped familiarize them with the united States legal system. Some highlights included a meeting with the Office of Congressman David Wu, visits to Coffee Creek Correctional Facility and the Federal Correctional Institution in Sheridan, meetings with various distinguished judges from federal and state courts, and a special trip to the Lewis and Clark Law School during which delegates met with Dean Robert Klonoff and faculty and were given the opportunity to observe a class and speak to the students about Moldovan law. But it wasn’t all work for the Moldovans! During their trip they were also able to participate in fun social and cultural activities including the opening game of the Portland Trailblazers 2010-2011 season, a visit to Multnomah Falls, and a closing reception at the home of Judge and Mrs. O’Scannlain.

The interactions with members of the professional community in Portland were invaluable to the experiences of the visitors. However the program would not have been possible without the participation of some amazing hosts who opened their homes to the delegates. Hosts provided hospitality, friendship and a first-hand experience of U.S. culture to the delegates, all of which contributed to the success of the program. We would like to give a special thanks to Jennifer Martin, Diane Hitti, Mary Louise McClintock and Justice Tom Balmer, Salma and Masud Ahmad and Maya, Harold, and Lucas Williams. The home stay is an integral part of the program and these hosts did a wonderful job of making the Moldovan delegates feel at home!
